HTM has announced a restructure to streamline operations, improve collaboration, and align the company’s resources with its strategic goals. The reorganisation brings along new leadership roles, department realignments and a continued investment in innovation.

New leadership roles have been appointed to strengthen the leadership team and to ensure a sharper focus on business growth and customer needs, whilst department restructures have been implemented to foster improved efficiency and communication for our internal teams as well as our clients and to streamline business operations in line with the business strategy.

“These changes aren’t just structural — they’re strategic. They’re about positioning ourselves for sustainable growth, empowering our people, and ensuring we remain agile in a fast-changing landscape. By aligning our talent with the business’s evolving needs, we’re investing in both our future and our culture,” said Greg.

He continued, “It has also given us the scope to recognise those who have positioned themselves into leadership roles, as well as creating a structure for others to develop into and grow as the business continues to.”

The main changes reside within the contracts teams with Contracts Managers having a title change Commercial Managers to better reflect the roles they undertake. Senior Contract Coordinators are changing to Operations Managers, again to better reflect their roles, their responsibilities remaining largely the same. Finally, Contract Coordinators will become Operations Coordinators

The restructure comes with news of several promotions, the first being the appointment of a new HSEQ Director, promoting Matthew Higgs to the role, who has been with the company since 2018 when he started his career within the highways sector and with HTM.

This appointment comes not long after his win at the company’s internal employee recognition awards, the Streets Ahead Awards, for ‘Streets Ahead: Management’s Choice’ and his promotion in January of last year to Senior HSEQ Manager.

Managing Director, Greg Baldwin said, “As the business has grown, Matt has been part of that journey taking on new challenges and developing his skills and growing his team in that time. He is someone who rolemodels each of our company values and is instrumental in the progress the business continues to make in regards to Health and Safety best practice and nurturing a positive health and safety culture.”

Marcus Casey, Business Director said: “Ever since stepping into the position of Senior HSEQ manager last year, Matt has not only elevated his own skills but has also fostered growth and improvement within his team.

“Matt consistently demonstrates exceptional leadership skills and shows understanding of the company’s goals, enabling him to excel in aligning his strategies with the overall business objectives. The positive impact he has made on the department is commendable. Matt’s ability to lead by example and drive positive change makes him a valuable asset to HTM. Congratulations to Matt on his well-deserved directorship!”

Matt Higgs shared his thoughts, “It’s been a fantastic journey since I started at HTM 7 years ago and I am really proud to have been promoted into this role. Taking over the HSEQ department in its entirety at the start of 2024 has been a fantastic experience, and I am keen to continue to help the business develop within this area and other areas, enhancing the Streets Ahead culture and behaviours that sets our business apart within the industry.””

Other promotions see Ross Simpson promoted to Head of Delivery.

“This title change recognises the consistent effort he has demonstrated over the last year. He has become a leader in this area of the business and will continue to oversee the delivery arms of HTM from a more strategic perspective,” said Greg.

Having developed the business and herself over the last 12 months Lucinda Sturman has been promoted to Head of HR, supporting the company to achieve the National Equality Standard and achieving her Level 7 in strategic people management.

“Lucinda has shown a huge commitment to HTM and is a valued member of the senior leadership team,” Greg continued.

Promotions have also taken place in the finance department with Brett Crutcher becoming Financial Controller, having led the development of the new NetSuite system.

Greg explained, “Brett has focused massively on cost control and budgeting over the last 12 months and his strategic approach across departments has been evident in the outcomes he has achieved.”

The contracts team has seen Chris Burkett promoted to Operations Manager, with Robin Ward promoted to Road Space Coordinator and Daniel Lynch promoted to Operations Coordinator.

Marcus Casey, Business Director, said:

“We have always been a business that has impressive organic growth and strong retention of our staff. Seeing so many people who have been with us for a significant period be rewarded for their hard work is fantastic. The contracts team has expanded and people like Chris Burkett, Robin Ward and Dan Lynch have all taken on challenges in their stride.”

Lee Lamburn has progressed into the role of Temporary Labour Manager to support the continued growth of the business and it’s flexible labour. “Lee has taken the reigns and really driven this part of the business and this new title reflects the effort and hard work he has put in.”

Greg added; “Our ability to adapt as a business has always been one of our strengths and this restructure is to ensure we are in the best positon to move forward with our strategy and to continue providing the high level of service that we are known for.”
